Dear Friends,
As per our discussions over various forums, I can see a visible confusion regarding cut off and certain questions which need clarifications. Hence I thought it worthy for a post.
As far as cut offs are concerned and as many are doubtful of cutoff being quite high. There are certain facts to be considered regarding both the papers.
1. Paper I seemed to be easy being fact based but as many of you might have observed that a score of 90+ correct in paper I is really good and a total above 85 correct answers is respectable. 85 correct answers translates into roughly 113 marks.
2. Paper II seemed easy in many ways and it was as far as mathematical portion, passages, hindi grammar is concerned. But Rest of the questions of Communication skills, English grammar, Reasoning were not easy and hence have been attempted wrong by many. In paper II, any score above 76+ correct answers is really good and a total above 72 correct answers is respectable 72 correct answers translates into roughly 144 marks.
Summing up both 113 and 144 marks, we get a total of 257 marks which happens to come with a fairly good/respectable performance in both. Depending upon number of vacancies this year, number of candidates qualifying preliminary exam will vary. But with fair assumptions and above analysis, these are the probable cut offs according to me -

Please note that even if your expected total according to answer keys lies 4-5 marks below these tentative cutoffs, don't worry and be hopeful as an increase in number of vacancies and/or some bonus marks offered by commission may do the needful for you.
And in any case, Don't loose heart and start your studies without wasting any more time.
